Members of the public can pay their respects to Hong Kong's first chief executive Tung Chee-hwa by signing condolence books across the city starting on Friday. The condolence points -- Moreton Terrace Activities Centre in Causeway Bay, Kai Tak Community Hall and Sai Lau Kok Garden in Tsuen Wan --will open between 9am and 9pm on Friday and Saturday, and from 9am to noon on Sunday. Tung passed away on September 8 at the age of 89. A private vigil will take place on Saturday at the Hong Kong Funeral Home in North Point, followed by a public memorial service on Sunday. A court of appeals on Thursday upheld a five-year prison sentence for a man in his 30s who was indicted for drunk driving in downtown Seoul and hitting a Japanese woman and her daughter last year, killing the mother. Police have referred nine individuals to the prosecution on suspicion of intimidating and extorting money from foreign nationals operating unregistered motorcycles in the southeastern cities of Yangsan and Gimhae, local authorities said Thursday. According to the Yangsan Police Station, two suspects in their 20s allegedly extorted about 2 million won ($1,450) from foreign riders on 24 occasions between June and July in the city located some 300 kilometers southeast of Seoul by threatening to report them to police. A parliamentary committee on Wednesday adopted a confirmation hearing report for Supreme Court Justice nominee Kim Sung-soo, paving the way for his appointment to the top court. The approval came after the special parliamentary committee held a confirmation hearing for Kim on Monday. In the report, the ruling Democratic Party of Korea made a positive assessment of Kim, saying his "sincere and thoughtful responses" demonstrated his commitment to political neutrality and judicial independence. The main opposition People Power Party, however, said he was unfit for the post, raising questions over his qualifications and political neutrality as a Supreme Court justice. Kim's appointment will be finalized after a vote in a parliamentary plenary session expected to take place Thursday, followed by his formal appointment by President Lee Jae Myung. If approved, Kim will become the first Supreme Court justice to take office under the Lee administration.
